John Edgar, SVP Innovation Centers and Chief Strategist for IT Transformation
John Edgar is Salient CRGT’s Chief Strategist for IT Transformation and leads the company’s Innovation Centers. He focuses on identifying and implementing transformative, mission enhancing technologies and processes in digital services (Agile Development, DevOps, UX), data analytics and enterprise IT service management. He works closely with our federal customers to understand their mission challenges, analyze concepts, test ideas, and recommend the technologies, tools, methodologies, and practices to best address strategic needs. Before joining Salient CRGT, John served as Vice President, Information Technology for the United States Postal Service (USPS). There, he led one of the world’s largest corporate technology infrastructures providing robust, reliable, secure computing and innovative new services with a lean, Agile IT organization. John drove IT process modernization and partnered with business units to deliver new technology solutions to meet the evolving agency needs. This helped USPS continue to provide affordable, convenient products and services to U.S. citizens and customers worldwide.

Ken Raffel, SVP Data Analytics
Ken Raffel provides data analytics strategy and growth for Salient CRGT’s customers. Ken has spent 15 of his 20+ year career delivering data analytics, big data, data warehousing, data management, and advanced analytics solutions to Federal Government customers. A Salient CRGT employee since 2000, he has held senior leadership positions in the consulting industry including leading a 300+ person Salient CRGT data analytics business unit. Prior to Salient CRGT, Ken held senior level consulting positions at PricewaterhouseCoopers and American Management Systems. Ken has been a speaker at multiple national data analytics conferences.

Cindy Walker, VP Data Analytics Innovations Center
Cindy Walker is an innovator who helps federal agencies exploit data to continually improve performance, reduce risks, and increase efficiencies. A thought leader in Data Analytics, Cindy delivers game-changing, mission-impactful, advanced analytics and big data solutions. She has over 25 years of experience addressing Federal Government challenges and has served as Strategic Advisor and Architect guiding enterprise transformation, knowledge management, enterprise data management, and information sharing efforts across the Federal market. She shares her ideas and insights as a frequent speaker and trainer at national and international data conferences and workshops, and is an author of numerous articles, blogs, op-eds, and white papers.

Melissa Chapman, VP Health IT Business Development
Melissa Chapman leads business development strategy and growth in the Department of Health and Human Services (HHS) and health IT market segments. Her unique understanding of Salient CRGT’s customers’ needs is influenced by her experience leading a number of successful government and private-sector projects—many of which have had lasting impact on the evolution of health IT and the application of health data in the U.S. healthcare system. Melissa is the former HHS Chief Information Officer (CIO) and Deputy Assistant Secretary, as well as former acting Chief Information Officer (CIO) for the Food and Drug Administration (FDA). Among her accomplishments was the establishment of the National Federal Health Architecture, a 26 agency partnership to establish a shared, unified enterprise architecture across health mission processes, and technical reference models. As a health IT expert, Melissa was responsible for implementing complex technical solutions for a wide range of customers in the health arena, including HHS, FDA, the Centers for Disease Control and Prevention (CDC), and the Department of Defense (DoD).

Ian Graham, VP Data Analytics
Ian Graham is an information technology professional with a proven 19-year background in leading large-scale, high-profile Federal Government data analytics initiatives. Ian has a deep understanding of the Federal contracting process, having served at several information technology firms such as Qlarion, Guident Technologies, and CACI International where he was responsible for the management and direction of enterprise-wide data warehouse projects in the DoD. His industry knowledge took him to such customers as the U.S. Army, U.S. DOT, U.S. DOE, IRS, EPA, NIH, Fannie Mae, and CMS. Ian has been recognized as a rising IT professional by The Washington Post Business section, was awarded a national Best of Breed for Top IT Programs in the Public Sector by Government Computer News for his leadership on an EPA program, and has been a presenter at multiple national IT conferences.

Neal Smith, VP Digital Services
Neal Smith is a proven leader and innovator and has the essential knowledge and experience to successfully build and deliver the needed services of Agile Software Development, DevOps, UX (Design Thinking), Business Process Management, and Organizational Change Management. Neal has been highly engaged in the transformation process moving into a Digital Service focus and has contributed greatly in the efforts to formulate the current strategy and direction. He is responsible for the creation and service delivery of our UX Practice and has been instrumental in the visioning, development, and implementation of the Salient CRGT DevOps Toolkit.

David Page, Director IT Service Management Innovation Center
David Page has over 35 years of technical, business, and organizational development experience and brings the expertise and strategic perspective to help Salient CRGT stand out from its competitors. He created and developed CONNECT, a web-based tool to manage and track staffing on large programs and provide complete real-time visibility to customers. Prior to Salient CRGT, David was a vice president at SRA International where he held multiple positions leading complex customer programs, heading new initiatives, and improving organizational effectiveness. David has consulted across numerous federal agencies and led a program of over 200 individuals supporting the Joint Staff at the Pentagon.

Barbara Pilbin, System Engineer
Barbara Pilbin brings more than 10 years of systems engineering experience. As an engineer at Salient CRGT, Barbara has been recently focused on the IPv6 research, development, and testing of the Assure6i™ product line, as well as assisting customers with the deployment and use of Assure6i™. As a part of a fast moving and lean team, she finds and utilizes tools to assist in a secure and Agile Development environment. Prior to Salient CRGT, Barbara worked as a System Engineer supporting an Air Force intrusion detection system as well as an Electrical Engineer at Southwest Research Institute. She is a member of AFCEA and holds a CISSP certification.
