Overview

GovCIO is currently hiring for a Agile Program Manager (Remote). This position is fully remote.

Responsibilities

  • Organizing and facilitating daily stand-up meetings, reviews, retrospectives, sprint and release planning, demos and other Scrum/Kanban-related meetings
  • Manage JIRA board and backlog for sprint execution
  • Facilitate the inter-connection and dialogue between multiple intersecting development contracts to help promote a cohesive final product for the customer
  • Assisting with internal and external communication, improving transparency, and information sharing
  • Managing parallel application development and Project/Product implementation processes
  • Assisting team with making appropriate commitments through story selection and task definition; identifying and removing impediments
  • Preventing distractions that interfere with the ability of the team to deliver on release goals; facilitating discussion and conflict resolution
  • Empowering the team to self-organize; improve the productivity of the teams; ensure that the team strives to make each increment of functionality potentially releasable code
  • Tracking and communicating team velocity and sprint/release progress, maintaining process documentation
  • Updating physical and electronic agile tracking systems to provide transparency on product backlogs and in-progress work; supporting Development Managers and Project/Product Managers as necessary- Ensuring that development teams are practicing/following core agile principles of collaboration, prioritization, team accountability, and visibility
  • Work with Product Owners and Scrum Teams in requirements decomposition, backlog refinement, and breakdown of user stories and tasks.
  • Work in an enterprise Low Code / No Code environment to understand and communicate platform decisions focused on ServiceNow, but also interconnected with other platforms (salesforce, appain, etc)
  • Interaction with stakeholders in support of the Product Owner.

Qualifications

Required Skills and Experience

  • Bachelor’s Degree - Engineering, Computer Science, Systems, Business or related scientific / technical discipline with 12+ years of work experience (or commensurate experience)
  • 4+ years of relevant experience work in agile environments, leading scrum teams or task teams
  • Certified ITIL Intermediate or ITIL Practitioner
  • PMP Certification
  • Must have experience with diverse IT projects
  • Must be well versed in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practices
  • Demonstrated and current experience delivering systems/tools/solutions in production, while transitioning to better technology solutions
  • Must possess excellent communication skills and be able to facilitate and document meetings effectively
  • Analytical and investigation skills
  • Ability to work independently with minimal guidance and supervision
  • Facilitate daily scrums, stand-ups, and meetings to monitor project progress and resolve any issues the team may be experiencing
  • Must possess excellent interpersonal communication skills, both verbal and written
  • Must possess the ability to explain intricate and complicated concepts and ideas
  • Ability to deliver on-time, meaningful outcomes, while coordinating multiple assignments, maintaining a positive attitude, and providing exemplary customer service
  • Proficient with Jira and GitHub

Preferred Skills and Experience

  • Current Scrum Master certification
  • Experience with Jira, GitHub, or other applicable agile testing tools
  • Experience working in a consulting environment and understanding of client/customer relations
  • Experience with negotiating prioritization between Product Owners and Technical Leadership

Clearance Required: obtain and maintain a VA clearance

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $170,000 - $195,000 Annually
