Customer: Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA)
The Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) DataMart (PDM) program protects people and the environment by advancing safe transportation of energy and other hazardous materials. Salient CRGT supports PHMSA in ensuring the safe transportation of nearly 1 million daily shipments of hazardous materials coming from 700,000 HAZMAT facilities as well as approximately 2.6 million miles of federally and state-regulated pipeline that transports the nation’s energy, comprised of both liquid and gas commodities. Over the course of more than 12 years as a responsive partner to PHMSA, we have provided continuous improvement and innovation, proactively addressing the needs of PHMSA stakeholders to make informed, data-driven decisions in real-time that mitigate HAZMAT risks.
PHMSA’s IT modernization is a multi-year, multi-phased initiative focused on significantly changing the way the organization’s technology supports and enables its safety mission. The initiative established a common technology framework, including data repositories and data quality standards, using a common systems approach to ensure the right data is collected, processed, and transparently integrated into business processes. Benefits included establishing a one-stop shop for trusted information to empower agency decision-making; improving collaboration with state, modal, and other business partners; and ensuring a high degree of data integrity and quality.
As part of PHMSA’s IT modernization, SCRGT was selected to design and implement the PDM, consisting of the HAZMAT Information Portal and the Pipeline DataMart, two mission-critical applications that collect and distribute information on pipeline and hazardous material safety. PDM is an enterprise data warehouse (EDW) containing HAZMAT and pipeline transportation information such as incidents, inspections, registrations, penalties, and other data sourced from more than 80 systems throughout DOT.
SCRGT has been supporting PHMSA since 2008, providing vision, depth of technical skills, functional expertise, and architectural knowledge in a committed partnership to achieve the PDM of the future. We initially developed a business outcome-driven roadmap to migrate PHMSA’s legacy business intelligence solution to a modern data solution that enables extensive self-service data preparation and data analysis, including predictive risk identification and mitigation analysis. After working closely with PHMSA PDM stakeholders to capture desired business outcomes, we screened, scored, and evaluated dozens of candidate technologies and analyzed multiple alternatives for the target PDM solution. We evaluated Artificial Intelligence (AI) and Machine Learning (ML) capabilities and developed a target concept of operations with an AI hub featuring deep learning and natural language processing capabilities.
We are executing a transformation roadmap with modern data analytics/visualization technologies (e.g., AWS Glue/QuickSight, IBM Watson, Tableau, ThoughtSpot), delivered through multiple successive, rapid proofs of concept to demonstrate the viability of the target architecture components. We developed a detailed, sequenced migration strategy to ensure PHMSA maintains reliable continuity of operations and vital data flows while transitioning to the new technology stack.
The resulting PHMSA PDM solution empowers over 10,000 users to make informed, data-driven decisions in real-time that mitigate HAZMAT risks, providing secure data management and risk-based analytics to guide decision-making in support of PMHSA’s critical regulatory mission.
SCRGT’s PDM solution resulted in a significantly enhanced ability for four DOT agencies to use data-empowered decisions to ensure HAZMAT safety. We enhanced PDM capabilities, resulting in increased safety performance, advanced risk-based enforcement methodologies, strengthened collaboration across DOT and partnering agencies, and increased confidence and reliability of PDM data. We delivered a new capability for public self-service using business intelligence to analyze PDM data. Our accomplishments in partnership with DOT have led to the project winning wide industry and government recognition, including the GSA Interagency Resources Management Conference Team Award and being selected as a finalist for the ACT-IAC Intergovernmental Solutions Award.
